What am I going to tell police? There’s some strange black dude standing in my bedroom with a baggy white T-shirt and bluejeans? That describes about 90 percent of the people in the Hilltop.
Sandra Kachermeyer is just one of many victims of the “Hilltop Creeper” who didn’t report incidents to the police because they believed law enforcement isn’t interested in spending much time helping their troubled neighborhood.
